F user management button

Summary

For https://gitlab.indiscale.com/caosdb/customers/umg/management/-/issues/65. Adds a button that leads administration users to the user management. This is a "should work for 80% of the users" solution. If someone wants to show the button, e.g., for users without role administration, or wants to change the link texts, they still need to write their own snippet.

Focus

Simply new link that is added to the navbar in ext_entity_acl.js

Test Environment

Use, e.g., the demo profile and set BUILD_MODULE_EXT_ENTITY_ACL_USER_MANAGEMENT_BUTTON=ENABLED. Verify that after login as admin, there is a "User Administration" button in the navbar that links to the user administration.
