fixing cql's updated filter

Summary

Fix Updated filter #181 (closed) Remove IdOnly flag, optimize SELECT id FROM ... #187 (closed)

Focus

• The fix for #181 (closed) is only two lines (-1/+2) in src/main/java/org/caosdb/server/database/backend/transaction/InsertTransactionHistory.java.
• The other changes belong to #187 (closed)
