Remove Python 3.7

Summary

For #189 (closed). Simply drops support for Python 3.7 and removes it from tests and pipelines.

Focus

Nothing special.

Test Environment

Verify that tox doesn't start python 3.7 anymore and that it is removed from the pipelines.
