ENH: Implement version check of cfood metadata

Summary

For https://gitlab.indiscale.com/caosdb/customers/leibniz-zmt/management/-/issues/146. Adds the

Focus

A version.py has been added which does the actual checks (and specifies a caoscrawler.__version__ string in the first place). Please also check the short additions to the documentation and reflect whether we need more.

Test Environment

Unit tests should be sufficient, but feel free to check manually.
