F converter submodule

Summary

For #162 (closed). Just refactor so that we can tidy up more in the future.

Focus

No new code, only moved existing things. Note that this results in a breaking change (see CHANGELOG and new section in how-to-upgrade) for the custom HDF5 converter. I suggest that for the sake of consistency, we accept that the few people who actually use this converter, need to adapt their cfoods.

Test Environment

Unit and integration tests should be sufficient.
