MAINT: Add support for Python 3.12 and experimental support for 3.13

Summary

For https://gitlab.indiscale.com/caosdb/internal/all/-/issues/2642. Adds support for Python 3.12 and experimental support for 3.13.

Focus

As everywhere else, we need to install the rust dependencies for 3.13 for the time being. Like in the advanced tools this is not sufficient since Pandas doesn't install on 3.13. Same as there: I suggest to just leave it failing for now.
