Moved a script to setup a state machine from the server docs here

Alexander Schlemmer requested to merge f-state-machine-script into dev

This is actually a comprehensive tool to setup a state machine in the server. I think, it should not be part of the docs, but be maintained here in the advanced user tools and linked from the docs.
