ext_file_download undefined after reload or reset

The same error occasionally occurs on one of my instances when opening the web interface for the first time after a server restart. The instance doesn't even have a tour, so resetting the tour is not the only way to provoke this.

You can just close the alert and continue using the web interface without any limitations as far as I can see, so the error doesn't seem to have any consequences.
