Tidy up and move functions to entity service

... essentially, it shouldn't be necessary to have any generated proto code in this repository.

• identified and refactored necessary functions
• checked whether there are more functions that can be moved to core components and refactored them, too
• Re-checked dependencies and possibly cleaned up
• merged f-entity-permissions into main
• rename to something more ACM-related.
