Julia: Release 0.1

Final tests on MacOS and Windows
Merged to main and tagged correctly
Make sure documentation is deployed correctly
Publish as Julia package that can be found with Using Pkg;Pkg.add("CaosDB") (libcaosdb probably will have to be built and installed separately)
Wrote down everything in a RELEASE_GUIDELINES.md
