Julia: Release 0.1

• Final tests on MacOS and Windows
• Merged to main and tagged correctly
• Make sure documentation is deployed correctly
• Publish as Julia package that can be found with Using Pkg;Pkg.add("CaosDB") (libcaosdb probably will have to be built and installed separately)
• Wrote down everything in a RELEASE_GUIDELINES.md
